    The author attempts an unbiased account but his French leanings and pro Vietnam sympathy clearly shows, nevertheless a good account of the history and legal implications. He states little about the Philippine's claims but in the end makes a curious statement. viz."China's current political position, the proposal jointly to develop the wealth of the archipelago, whilst reserving the question of sovereignty, isunacceptable to the partners, reflecting as it clearly does the hegemonic claim that might is right." Even Foucault would have a hard job explaining that logic. Earlier he had claimed that China did have a semblance of a claim but here the implication is that China has no right to be in the area and is only there by force. The proposal to me seems a reasonable way for all to parties to benefit whilst putting the claim as to who owns what on the back burner. Otherwise no one will get anything.
