Fire

PRECAUTIONS TO BE TAKEN DURING WELDING WORK

1.

Before taking up the welding job, foreman/ Supervisor will take written permission from the concern Engineer.

2.

After getting written permission, the foreman/ Supervisor will arrange for the following (Extinguishing devices) at the site of welding.

a)

Fire extinguisher Co2 type

b)

Fire extinguisher DCP Type

c)

Arrangement of continuous supply of water.

d)

Sand bed to prepared beneath the welding site & wetted.

e)

Fire bucket with sand:-

During electric welding / Has cutting work at CHP Area if Continuing piped water supply is not available a tanker full of water is to be kept near the welding site. In case of non-availability of the above he will report to the Concern Engineer /CSO

to make it available prior to welding /Gas Cutting work 3.The Foreman /Supervisor will deploy only designated/ Competent person for welding work.

4. The Foreman /Supervisor will ensure that the welder & welder Helper wear all safety requisite like welding gloves, welding goggles, welding apron, welding shin guard.

5. Before welding the area of welding to be wetted thoroughly by water &the fine coal dust should be removed from welding/ Gas cutting site (work site)

6. Only insulated welding Cable shall be used. Properly earthling to be done & securely tightened. During welding earthling through Structures should be avoided & earth core to be taken directly to the welding site.

7. The welding / Gas cutting job should be done exclusively under the supervision of Concern Foreman/ Engineer.

8. after welding/ Gas cutting the welding area and the surrounded area should be thoroughly wetted by water.

9. The Concern Foreman/ Engineer should thoroughly inspect the work site & surrounding for any teach of hot material/ Fire after welding/ Gas cutting work.

10. After Completion of welding/ Gas Cutting work the welding M/c & Gas set (

DA & Oxygen) are to be removed to a Safe site / store room.

11. The site of welding shall be inspected for heated material after 08 hours of welding i.e.in next shift.

12. The Concern Foreman / Supervisor / Engineer shall enter the day to day welding / Gas cutting job in bound page register kept for the purpose &duly sing

& countersuing from the Colliery Engineer.

Tyre handling & fitting.

The following safety precaution shall be observed while fitting tyre in dumpers and other heavy tyre mounted vehicles.

1) Fitting of type in dumpers and other HEMM shall be done under the direct supervision of Foreman/Engineer.

2) The concerned engineer shall decide who and how many people shall do the job. Only required number of persons shall be present near the place of type fitting.

3) Tyre handler shall be used for handling of heavy tyres.

4) Tyre should be opened in deflated condition. So that the lock ring does not came out.

5) The sectional profile of wheel locking ring shall match with the groove of the wheel rim.

6) Concerned Engineer shall check the locking ring of HEMM tyres once in a week.

7) These information shall be recorded in a bound paged register.

8) While fitting a new locking ring it is to be seen that the ring fits in the groove of the rim.

9) While inflating tyre it should be kept inside the cage. No body should be in front of the cage while in flatting.

Treatment of Electricity Shock

Remember :

•Act at once - delay is Fatal.

•Death from electric shock is rarely instantaneous.

•Heart Fibrillations (Heart Muscle Tremors) persist as long as 30 minutes after an Electric Shock. Therefore life can be saved by Immediate Artificial Respiration.

•Send for but never wait for a Doctor.

•Continue Artificial Respiration for four hours after apparent death.

Release from contact :

Switch off current immediately or send someone to do so. Do not attempt to remove a person from contact with high voltage unless suitable articles insulated for the system voltage are used for this purpose. When attempting to force a person from contact with low or medium voltage, use rubber gloves, boots, mat or insulated stick, but if these are not available, use a loop of rope, cap or coat to drag the person free. Whatever is used should be dry and nonconducting.

After release :

Lay the victim on a dry firm surface and remove any foreign material from the mouth. Feel the breathing . If there is no sign of breathing or restlessness start artificial respiration immediately. Do not lose any time, and if possible send for the Doctor and Ambulance. Check that the jaws are lifted and head tilted back so that the mouth and throat are clear. Check the pulse and continue respiration till the pulse is felt. Keep the patient warm and allow him to get the fresh air.

SURFACE MINER

GENERAL

♦ The surface miner shall be maintained at all times in safe and good working condition.

♦ The surface miner and all its accessories shall as far as possible are constructed of fire proof material.

♦ All instruments including hour counter, temperature gauge, battery charging indicator including pressure gauge and all warning devices shall be kept maintained in good working order.

♦ The Electronic cutting depth control system shall function affectively and be maintained in good working order at all times.

♦ Water spraying system shall be maintained in good working order.

♦ Padding and other shields shall be effectively used for reducing the sound and to protect the operator and the general public from excessive noise.

♦ The braking and/ or emergency stopping mechanism shall be regular examined and adjusted whenever necessary.

♦ None of the safety features provided with the machine shall be altered or by-passed.

DESIGN OF PIT FOR THE SURFACE MINER

♦ Pits for deployment for face miner shall be so designed that adequate slope for drainage of water out of the working area to prevent flooding is maintained at all the stages of operation.

♦ Layout and sequence of slices to be cut by the surface miner shall be so designed that ultimate pit slope is maintained within safe limits at all the stages of operation up to the maximum designed depth of the pit.

ELECTRIC SYSTEM

♦ Automatic fire protection system shall be in operation.

♦ Fire extinguishers shall be examined and maintained in working order .

♦ Clean and filtered water in adequate quantity for dust suppression shall be kept filled up in the tank at all times during the operation and at intervals and also as and when required.

♦ Ear muffs shall be kept available in the cabin of the surface miner and shall be worn by all persons whenever the noise level exceeds 90db.

♦ Ensure that all safety guards and cover plates including panel doors, belt guards and belt shields are correctly placed in position and securely bolted.

♦ Ensure that all the lights are properly working if the machine is to be operated after the day light hours.

♦ Effective means of two way communication shall be provided between the machine operator and the dumper or other transportation system by using coded signal.

PER-START PRECAUTIONS:

♦ Look for any placards /tags on the machine like ‘OUT OF ORDER’’ ‘UNDER

REPAIRS’ etc. In case, such tags are seen anywhere in the entire system do not start the machine.

♦ A competent person shall examine the machine at the beginning of every shift.

♦ Ensure that all walk-ways and ladders are kept clean, free from oil, grease or other spillage material.

♦ The wind shield shall be kept clean.

♦ Before starting the machine it shall be ensured that no person or any other obstacles are within the working radius of the machine and a pre-start warning signal shall also be given.

OPERATION

♦ The machine shall be operated by a person who has been properly trained and found to be competent and also aware of all safety precaution.

♦ The operator shall be authorized in writing by the Manager.

♦ Dust suppression system must be continuously operated to ensure dust free environment.

♦ The machine shall not be operated on a gradient higher then the one recommended by the manufacturer while operating on sloping surface.

♦ Unauthorized persons shall not be allowed to ride or be present in the vicinity of the machine.

SHUTTING OFF:

♦ Ensure that all conveyor belts are emptied.

♦ Discharge boom shall be lowered to the normal.

♦ All controls shall be in off or neutral position.

♦ The ignition key must be removed from its place and shall be retained securely by the operator.

SERVICING AND MAINTENANCE:

♦ Surface miner shall be maintained in accordance with the schedule prescribed by the manufacturer.

♦ Servicing and maintenance work on a pressurized system shall be serried out only after ensuring that all the pressure has been released.

♦ Before carrying out lubrication, it shall be ensured that the machine has come to a stand still and the ignition key is removed and is in the possession of the leader of the maintenance team.

DUTIES OF OPERATORS:

♦ The operator shall carefully check all the controls including all safety devices like brakes, head lights signaling devices, etc. Before commencement of work on each shift.

♦ In the event of inadvertent approach of persons to the working area of the machine in spite of being warned, the machine shall be stopped forthwith.

♦ The operator shall not leave the machine unless he is relieved by his successor.

♦ The operator shall not allow any unauthorized person to ride on the machine or operate it.

♦ He shall keep the wind screen and cabin in a clean and tidy condition.

♦ The operator shall ensure that water spraying system for dust suppression is effectively operated during milling operation of the machine.

♦ The operator shall see that the fire extinguishers are kept in position and in easy reach for operation.

♦ The operator shall see that all ladders and fencing are in position.

♦ All protection covers and guards, warnings and stickers in the machines are in tact and securely fastened.

SAFETY PRECAUTIONS FOR WINDOWERING OPERATION FOR SURFACE

NINER:

♦ While the surface miner is in win dowering operation the discharge conveyor including primary conveyor should be removed.

♦ While the surface miner is in win dowering operation, no other equipment like tipper or pay loader should come close to it.

♦ The windowered materials should be gathered by pay loader or dozer after the surface miner has travailed out at least for a distance of 50 m and the gathered materials should be loaded into the tippers.

♦ In windowering operation, the operator should ensure proper working of the rear water sprinkler so that can be controlled substantially.

DO’S and DON’Ts for the Storage Use and Transport of Explosives A.

Storage and Use of Explosives ---- Do's'

1.

Store explosives only in licensed magazine.

2.

Always-maintain magazine in good condition.

3.

Always keep gangway of 60cm between stack of explosives boxes and wall .

4.

Get all lightening conductors on magazine tested for continuity and Resistance once in a year. The resistance of lightening conductors should less than 10 Ω.

5.

Mark license no. and validity prominently on licensed premises.

6.

Mark 12 mm thick red line 2.5 m above floor level inside the magazine and Do not stack explosives boxes above !t.

7.

Provide fencing at a distance of 15 m from magazine and keep the fenced area free of vegetation.

8.

Always keep stock of explosives within licensed capacity.

9.

Always issue old explosives first.

10.

Provide security guards round the clock.

11.

Keep security guard's shelter at a distance of 30 m from magazine.

12.

Always sell explosives to person/firm having valid licence.

13.

Always report loss, theft or short receipt of explosives to Controller of explosive and police.

14.

Always take precautions to prevent mechanical impact of any hard object with explosives.

15.

Always employ certified blaster for blasting operations.

16.

Mark 'DANGER - EXPLOSIVE' and 'TURN OFF RADIO TRANSMITTER' at the site.

17.

Sufficient warning like display of red flag, whistle sound shall be given to public before blasting. Also display blasting time.

18.

Suspend blasting operations during thunder storms.

19.

Always return unused explosives after day's work to the magazine before Sunset.

20.

Respect explosives.

Don'ts

1.

Don't sell explosives to blaster on the strength of the shot firer's permit.

2.

Don't sell explosive to unauthorised person.

3.

Don't undertake construction of building for manufacture or storage of explosives unless you obtain construction approval from licensing authority and NOC from district magistrate.

4.

Don't abandon any explosive material after use at site.

5.

Don't store explosives outside magazine.

6.

Don't use sparking tools.

7.

Don't throw, drop boxes of explosives.

8.

Never use bale hook during loading/unloading of-explosives boxes.

9.

Don't cut explosives cartridges or change description of explosives.

10.

Don't deface markings on cartridge or box of explosives.

11.

Don't store high explosives and detonators together.

12.

Don't use misfired explosives.

13.

Don't use deteriorated or exuded explosives.

14.

Don't attach detonator to detonating cord until every thing is ready for blast.

15.

Don't use mobile phones/pagers near place of storage and use of Explosives.

16.

Don't use iron implements during preparation of charges.

17. Don't deliver explosives unless photograph and signature of authorised Person are verified.

B.

Transport of explosives ---do's

1.

Always maintain transport vehicle in good mechanical & road worthy condition.

2.

Always carry two fire extinguishers in explosives van.

3.

In case of breakdown of explosives van, inform controller of explosives and local police.

4.

Always carry following documents during transport of explosives: a)

Indent in form RE-11

b)

Pass fn form RE-12

c)

Copy of explosives van's licence.

d)

Bill/Invoice.

5.

Two Armed guard Should always accompany explosives van during transport of explosives. In sensitive area notified by MOHA the police armed guard shall be provided.

6.

Employ only trained driver and cleaner, whose antecedents are verified by Police.

7.

Always maintain 300 meter distance between two vans carrying explosives.

Always load/unload explosives only when explosives van's a)

Engine of the vehicle is stopped.

b)

Wheels chocked.

c)

Hand brakes applied.

9.

Always avoid routes passing through centre of dense habitation and Municipal limits.

10.

Always give notice of accident to controller of explosives, District Magistrate and police.

Dont's

1.

Don't stop explosives van un-necessarily or for longer duration during transportation on road.

2.

Don't transport flammable substance with explosives.

3.

Don't transport detonators with other type of explosives.

4.

Don't carry passengers while transporting explosives in van.

5.

Don't employ any person:

a)

Who is below 18 yrs of age.

b)

Who is in state of intoxication.

c)

Who is mentally or physically challenged.

MOVEMENT OF TRUCKS/TIPPERS ENGAGED IN ROAD SALE.

1. An area/place in the coal stockyard shall be ear marked for loading of coal into the road sale trucks.

2. Dumping of fresh coal into the stock & lifting of coal from the stock shall not be allowed from one place simultaneously.

3. One parking area, preferably beyond the mine boundary shall be ear marked for parking of empty trucks/tippers. The trucks/tippers shall be parked in a systematic manner.

4. Only limited number of trucks/tippers shall be allowed into the coal stock for loading of coal. The waiting trucks/tippers shall park in a systematic manner.

5. Loading of trucks in the stock yard shall be allowed in day light hours only.

6. The driver & helper shall not get sown from the truck during loading of coal into the truck.

7. No supervisor or munsi of the transporter lifting coal shall be allowed to enter the place of loading.

8. The loading supervisor shall regulate the entry of trucks in to the stockyard & maintain a record of in & out of trucks from the stockyard.

9. The trucks shall not be overloaded to avoid spillage of coal on the road.

10. Loaded trucks shall be parked in a queue near the weighbridge for weighment.

11. No helper shall be allowed for pay loader operator engaged for loading of coal into the trucks.

12. The same bunker chute shall not be allowed for loading of coal into trucks engaged for road sale & tippers engaged contractually for transport of coal to sidings simultaneously.

13. Adjustment of loading in trucks shall be allowed at a separate place in the stock yard i.e. loading of coal into trucks & adjusting of loading in loaded trucks shall not be allowed at the same place.

14. Security guards shall be engaged to regulate traffic and restrict entry of trucks & shall follow the instruction of the Overman / Mining Sirdar, supervising the operation.

15. The Overman / Mining Sirdar shall see that no unauthorized person is allowed in the stockyard.

PREVENTION OF PILFERAGE OF
