Max decided it was time to move Ray to an upmarket flat, so that residents could become familiar with the appearance of the new occupant.
Ray had an old but active bank account, so Max transferred money into it to meet Ray’s expenses, rent, and deposit.
Both Max and Ray had their heads shaved and wore identical wigs and outfits, so they looked like twins, though neighbors only saw one of them at any time. Max was also hedging his bets and creating an alibi in Ray. If Max was recognized at a crime scene, Ray would deny it and say he had been at the flat. In addition, at some stage, Ray would move out and Max would take his place in the flat.
