a trip and party at the pool, Alsop told him that he had the most desirable ass in the world. JFK burst out laughing. This kind of open attitude would be unthinkable from the other presidents. Furthermore, it has been rumored that he had relationships in high school with Billings. The latter declared his love for him in a note written on toilet paper. JFK replied that he should not send him these messages again “because he was not one of those boys.” However, later, the relationship would intensify, and JFK would let Billings give him oral sex, which, at that time, was not seen - for the recipient - as a homosexual identity.

So much so, the affection developed to the point that the latter, contrary to Jacky’s wishes, Lem had his own room in the White House and once JFK was killed, he became the most devastated “widower” in the world.

Out of all these persecutions, Welles’ was tragic for the Jews and for Costa Rica. Welles was one of the diplomats who pressured Roosevelt to open the doors to Jewish refugees. His sympathy contrasted with the anti-Semitism that prevailed in the State Department.

Hundreds of thousands of Jews could have been saved from the gas chambers. Welles was also sympathetic to left-wing movements seeking to improve the situation of the poor in Latin America. This allowed the United States to accept the alliance between President Calderón and the Communist Party in Costa Rica and initiate social reform. But once he was gone, 139

American policy would change to combat communism and become hostile to Latin American left-wing movements. Without Welles, a chain of dictators would emerge in the region and the persecution of communists, socialists, and homosexuals.
