The bottom line of a homeless predator is their material gain...or theft. Generally their daily routine involves satisfying their addictions, so they probably beg f or their beer money. Then, if they already have a lead on a victim then they work on that, or start a new task if they don't. This person uses violence, or the threat of violence, to get your money in their hand.
If we make some sort of "deal" with a predator then when the "tuff" guy has a ruff go of it he goes back to bullying the victims he already has and tries to extort more. This is all for beer or cigarette money usually.
This entire tent city situation is not the fault of the homeless. It is simply the definition of humanity, and an indicator of our failure as a society. There is plenty of obvious reality all through history of our materialism and its failures. A typical medium sized company has to compete against unfair opposition and deceit replaces integrity in our definition.
Tent City
Most of the homeless who live in tents are on railroad property. They are hidden among the trees and are typically in a pathetic tent setup. They don't have to, but typically have a trashy area with trash stashed all around. It is not uncommon for the local creeks to have trash dumped in them. They do little to take care of anything around them, and simply just don't care.
These people cannot be counted on. Not due to their condition or potential, but because they are drunken addicts. Some are better than others, but the beer can is usually a good sign that these people cannot be trusted. They call themselves "panhandlers" as they beg for money on the street corners with a sign. They also call themselves "hustlers" as they steal and con people out of their money. They are proud of each successful attempt to get other people's money in their pockets.
None of this is their faults. This is simply the definition of humanity. A definition we created. We have the ability right now to look into the mirror. All we have to do is study history, and we have more than enough actual proof to improve our definition. But we first have to care.
